Microsoft Word 2016: PAGE field on first page displays "2"

I've run into an issue where a particular template has a PAGE field which shows the value as one greater than it should: for example, the first page shows 2. The last page shows, say, 7 of 6. The template contains no section breaks and the field is a plain field. Any help appreciated.
