Server 2016 Setting won't work

In October, I have installed Windows 2016 on new computer. I have joined them to an existing domain, and replicated my active directory from server 2008 32 bit. It replicated the AD fine, but now I can't access the setting and all of the features, like updating. Everything else works, I can install roles and features, and the Control Panel works, but if I click to update or the settings icon, it pops up for a sec and then disappears. I have tried just installing a standalone update and I get a error code of 0x80070005 -Access Denied. I have tried multiple forms and their solutions and they all failed. I am using the administrator account and I have tried with another admin account. I have tried Microsofts fixit, and SubInACL for the error code.

 

If you guys have any solutions or need more details about the problem, please notify me.
