I have a customer with this same issue.
His users were moved to a brand new Exchange online just for this purpose.
He refuses to believe he has to recreate the Mailbox database when it is brand new.
Has anyone found the answer to this?
This only clues I have for you is that my customer is trying to do a cutover migration from an On Prem hosted in Australia but his Tenant was opened using the Singapore data centers?
Can someone help us confirm this may be an actual issue?
Customer has agreed to open a new tenant Australian hosted in the same place as the on premises if we can confirm this is the actual bottle neck that keeps us getting this error msg:
