Cortana "I can't seem to get the internet working..."

I have Windows 10

Just set up my Lenovo Yoga 710

Installed necessary updates.

Set up Windows Hello (finger print/pin) and successfully logged into my Microsoft account.

Any time I utilize Cortana's voice command feature (Hey Cortana) she states

"I cant seem to get the internet working. Check back again later." "I'm fine- But my connection's funky. Check back again shortly"or "I didn't get the bandwidth I needed. Try back again shortly."

I have internet connection. The browser operates perfectly. The only issue is Cortana's connection. I have rebooted my laptop and WIFI connection. I've checked Cortana's permissions. All are selected. I've used "hey Cortana" improvement feature. She hears me perfectly fine in the 6 responses.

How do I fix this?
