How do I enable the Microsoft Teams blur background video feature

I've seen the communications on the blur background feature, but the FAQs, release notes, information etc. doesn't show any detail about this function.

Does anyone know:

1. When the blur feature will be released (what's the release version?)
2. How do we enable this feature when we are on a call? What is the short cut key or menu path for this?
