Win 10 After Startup before Welcome User Screen Circling White Dots on Black Screen.
It maybe a user permissions issue that's stopping the Welcome Desktop appearing.
I am wondering whether using a Win 10 DVD (Upgrade) disk it's possible to add a new User?
Offboot sfc /SCANNOW /OFFBOOTDIR=C: / OFFWINDIR=D:\windows says all the necessary files are there.
