New download Outlook 2016 freezes/no signature/cant import contacts

I trust someone will have some answers in this forum as I have drawn a blank elsewhere.  I even had a MS remote access person try to fix these issues, to no avail ........ 

Scenario, I have a new laptop from work, with access to Office Standard 2016 download.  I suspect that the software I've downloaded is corrupt (and I've downloaded it twice this week, with a factory reset in between ......)  We do not have an IT department.

1. Outlook freezes when I try to download an attachment, error message "problem, reporting to MS, do you want to close or restart"
2. Trying to set up a signature (new email, click signature, signatures ........) Outlook freezes, doesn't offer the create new option.
3. Trying to import contacts (csv file, map entries across) when I'm all set and go, Outlook immediately shuts down.

Any suggestions?  Meanwhile I'll continue using my webmail direct to the server!
