Windows 10 BSOD on startup SYSTEM_SERVICE_EXCEPTION 0x3B (0xC0000005, 0xFFFFF8030E3F917F, 0xFFFFD00184E07CC0, 0x0)

Problem has persisted since I built new PC running Windows 10 Home. Only occurs on initial startup from powered down state but once it restarts will resume normal operation without issue.

Have tried the following things to correct this:
Update drivers
Run Driver Verifier to look for issues
Run Memtest86+ multiple times with no results
Reinstalled Windows

Nothing has worked. Assuming at this point that it's a hardware problem but would like to pinpoint the component causing the issue. It's possible I've missed something and would appreciate any advice on how to proceed.

Bug check description: This indicates that an exception happened while executing a routine that transitions from non-privileged code to privileged code.
This appears to be a typical software driver bug and is not likely to be caused by a hardware problem.
The crash took place in the Windows kernel. Possibly this problem is caused by another driver that cannot be identified at this time.
