[15014]The Removable drives of Settings can't turn on that system is not protected by BitLocker.

I can't turn on the "Removable drives" item when the system was not protected by BitLocker.  

According to the description of setting, that item should be turned on when the system un-encrypted by BitLocker.

The item as below path : Settings -> Update & Security -> Removable drives.
