CLSID Problems

I am trying to get to the bottom of an error I get with WIN10

For some reason, the taskbar of the desktop stops working and other symptoms are also present which are stopping me from working.

Event Viewer reports the following error.

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{D63B10C5-BB46-4990-A94F-E40B9D520160}
 and APPID
{9CA88EE3-ACB7-47C8-AFC4-AB702511C276}
 to the user NT AUTHORITY\SYSTEM SID (S-1-5-18) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

I have seen various solutions offered which claim to sort this problem but none of the ones I have tried so far have worked. I also see that several other people are jumping through the same hoops trying to fix this annoying problem.

Does anyone know what the actual cause of the problem is or are we just resorting to guesswork?

I have attempted to change the registry keys mentioned in the error message but I do not have the relevant permissions even though I am the admin of the machine in question.

My opinion of WIN10 is already low and errors like these which appear unfixable only reinforce how poor this software is.Can someone please offer a fix so that I can use my computer for it's intended purpose.
