Task Bar no longer works.

As of last Tuesday, Jan 19, 2016, I lost all use of the task bar.  The taks bar is still there

but unresponsive.  The apps I had pinned to it were gone and the Start icon is dead.  I

cannot pin any apps to the current excuse for a task bar.  All I can use are the shortcuts

I installed on my desktop.  Any solutions.
