Windows 10 file structure is messed up.

I got a new PC with windows 10, set up my user account.  I had to set up an outlook account and gave it a similar name.  Let's say my outlook account is "user2" and my windows account is "user1"  I copied my documents files to c:\users\user1\documents and pictures to c:\users\user1\pictures and downloads to c:\users\user1\download.  Then I started to install the programs.  I have one file that uses microsoft works so installed works.  That broke Microsoft edge. 

I gave up on Microsoft edge working.  I have a personal website that uses just plain vanilla HTML.  Edge could not open it.  So, silly me, I went back to the original restore point.  That really messed things up.  All the document, download, and picture files ended up on onedrive.  I moved them to the correct c:\user directories and updated the pointers on favorites and "thispc" to the cloud drive on C:users\"user1"\onedrive and some onto c:\users\"user2"\cloud then logged me into "user2".   I checked the accounts on this computer, and only user2  and asp.net exists.

 Previously it was "user1" and "user2" did not exist.  There is just one account on this computer.  When I set it up, it was" user1".  Now everything seems to be on "user2."  I cannot change the pointers -- it gives me an error saying I don't have permission to do so.  It seems that every time I reboot, the pointers change.  I changed the names of documents, pictures, and download to something else to prevent them from being reassigned.

Do I need to reload the software from scratch?  Is there some way to fix this?

I would like to have only one user and the data files to be in c:\"user"\documents, c:\"user"\pictures , and c:\"user"\downloads, etc.
