My Family is set up but I'm still asked to set it up

Ive spent the past hour phoning customer service and going on several forums to help solve my problem but nothing had helped. I've already set my daughters phone up with 'My Family' on my computer and her device is successfull on the Family page, however when she goes to download apps on her phone, she is still restricted as it says that My Family hasn't been set up when is clearly is. 

Any suggestions would be really useful
