I've tried everything! Microsoft.Framework version 4.0 to most recent, wont install Error 643 and occasionally Error Code 13EC Please help cannot find solution

I have invested an incredible amount of time and still cannot find the solution. I have windows 7 64 bit. I've tried Clean boot, Microsoft fix it,  "hot fix", NetFxRepair tool, windows repair tool, easy fix, I turned off my McAfee firewall and security, offline install and online install, Here is my error log someone that can read this please read and save me from this never ending issue.
