Emails to Microsoft domains do not arrive

I posted a question on 7 August 2015 but received no replies. I never send bulk email or unsolicited emails, we only reply to clients who have sent us an inquiry. I have signed up long ago for the JMRP and SNDS programs, we comply with all the Microsoft policies and guidelines, we are not on any blacklist and use a dedicated IP on a DV server. It is not new, we have been using it for years. Yet, our emails to clients with Microsoft domains (hotmail, live, outlook, msn) routinely do not get delivered. No error message or error code, it just does not arrive. Not all the time though, sometimes they do arrive. But more often than not they don't arrive.
I have completed the Sender Information form for Outlook.com delivery multiple times, and the result is always the same, I get a reply back saying Microsoft can see no reason why my emails are not being delivered. Have checked my mail logs, no spam going out from my server. Still, our email replies to clients who enquire via a hotmail or live or outlook address very often do not get delivered.
For a while I thought it might have to do with the content or attachments, perhaps certain words like "proposal" or "offer" or "discount" triggering over-zealous spam filters. But we've also found that the emails arrive if we use a different outgoing mail (smtp) server, such as my ISP's outgoing mail server. Which seems to show that my own mail server IP is still being blocked by Microsoft, although nobody can seem to identify the problem or tell me how to fix it. It is not blacklisted anywhere, we have checked many times. I have had no response on this forum either.

Whenever we receive a website enquiry from a client with a Microsoft domain, we now routinely ask our clients to avoid using Microsoft email domains because of delivery issues - we always ask for an alternative address. We never have delivery problems with gmail and other free, non-Microsoft email domains.
If everyone with a Microsoft email address (hotmail, live, outlook, etc) could switch to gmail, my life would be a lot easier because then I can at least reply to my clients and I know they will receive my replies. At the moment, it is impossible to do business and I have lost thousands in revenue because clients never received my reply.
