Unable to create a recovery drive - windows 10 32 bit insder program

I have a Dell XPS 400 running w10 32 bit.  The previous build, and the latest build just installed today, 2/1/2016.  When I run the recovery tool to create a recovery drive, it gets to the point where it tells me to plug in a usb drive of at least 4gb.  I have a 32 gb flash drive and I know the system can see it, because I can see it in windows explorer.  I even formatted the drive ntfs.  However, It never gets past the point where it tells me to plug in a flash drive.  The only available option is to cancel.

Not sure how to resolve.
