What is the following application - browsersafermngr.exe? Based on an internet search it appears to be a malicious Malware. If so, I need help trying to remove it.

I have just re-installed Windows 8.1 on my HP laptop (from the Recovery partition) after my system was killed by a virus. Fresh reformat, re-install.
It did install two updates when the OS was reinstalled, but nothing more. The sytle of display is still looking a bit old style, and a few things display that way. For example, when using the print option it says 'Greyscale', something which changed to 'Use black ink only' after one of the updates a while back.
I cannot get Windows to update, the bar just keeps going indefinately. The computer is from 2014, so there are a lot of updates needed, as the windows is now at 2014 level udpates, as it came pre-installed. I have run the Microsoft Windows Update Troubleshooter, which comes up with the following:
*Service registraton is missing or corrupt
*Windows update error 0x80070490(2017-02-01-T-11_04_09A)
*Problems installing recent updates
But every time I run it says the same. How can it fix something which is then immediately 'unfixed' straight away afterwards? I need to ge tthis sorted asap before I do other things.
I have tried doing an update after disabling the McAfee software, as I heard that might be the cause, but that didn't change anything.
Is it just taking forever because there's years worth of updates for it to find, and they don;t all show up until it's found them all? The PC goes into sleep mode becuase it takes so long while it's still searching.
Any help trying to deal with this is appreciated I have been trying to find a way to deal with this, but ther eis so much stuff contradicting stuff online, I can't find anything.
EDIT: I have tried running it again, and now it says there are no updates available. (listing udnerneath 'Updated: Never') This isn't right at all :(

(これは参考になるかどうかわかりませんが、2016/9/22以降の更新プログラムのインストールの状態が失敗となっているものが多いです。設定は「更新プログラムを自動的にインストールする」になっていました。)

以上の6つの更新プログラムをアンストし、再起動してコントロールパネルからWindows Updateを開くと状況が全く変わっていませんでした。
何度か再起動したり、更新プログラムのインストールの設定を「更新プログラムを確認しない」や「更新プログラムを確認するが、ダウンロードとインストールを行うかどうかは選択する」に変更したりしているうちに、Windows Updateを開くと「コンピューターの更新プログラムを確認します」との表示が出ましたが、更新プログラムの確認をすると「Windows 10へのアップグレードを利用できます」に戻ってしまいました。
パソコン初心者なので、今この状態でどんな害があるのかよくわかりませんが、おそらくWindows10関連のものが消えないと他の更新プログラムがインストールされず、なにか支障が出るのでは…?と思い質問しました。

My primary computer is (was) an updated WIN 10 pro 64. Some of my Microsoft services were failing, I loaded “msconfig” and ran the diagnostic boot. When that was completed, the system booted. Keyboard was locked out and there was no network access. Recovery was attempted with “file saving” and full recovery. All attempts options failed. Recovery wiped my OS, so now I have no access to the unit.
I am writing from my secondary computer running 8.1 pro 64. Will be easiest to get a new hard drive and install from scratch?

I have just finished with a tech support chat to a problem where the Importance and categories sections vanish from the ribbon. I thought we fixed it, but the problem is back. I have discovered she was having me check using my exchange account. THAT is working correctly. However my Imap. non-exchange email accounts are not enabled with these features on the ribbon.
IS this the norm? Should I not be able to use these features on Imap email accounts in Outlook 2016? Or should this be available, and I need to contact support again? Thanks to whoever knows and answers, -t

そのOneDriveにtxtファイルが保存してあるのですが、そのtxtファイルをWordアプリで開くと読み取り専用で開かれてしまい、保存することが出来ません。
またスマホのストレージにあるtxtファイルも同様にWordアプリで開くと読み取り専用になります。
Wordアプリではtxtファイルは読み取り専用でしか開けないのでしょうか?
I have a check box control on a form, AllFunds. It has a coded default value of True.
I have an If statement test as follows: "If AllFunds = "True" Then"
If the user doesn't click on the check box then the value remains True and the test works fine. However, if the user clicks on the check box (just once or more than once) then the default value changes to 0 or -1 and the test fails to work.
What's going on here? I haven't seen this before.
